I don't know about Chinese Übermenschen. Many centuries of selective breeding produced The Mandarin, an accomplished rote-learner well suited to bureaucratic tasks. Pretty low on original thinking and innovation, regardless of intelligence (Northern Asians enjoy higher median IQ than Caucasians).
Before they get to rule the world they'll have to deal with the legacy of their One Child Policy. An excess of males to females bodes ill for future stability. Unhappy, single men with no realistic hope of securing a mate. The guys running the circus know that 1949 wasn't such a long time ago.

There may be some small truth to the idea that the Chinese are not quite as inventive as Whites but...they have billions of people. Some of them will be and with this many people probably a lot.
